Introduction to the Graduate Institute of Rehabilitation Counseling of the National Changhua University of Education

Established in 2003, the Graduate Institute Rehabilitation Counseling of the school is the first local institute that aims to cultivate rehabilitation counseling for professionals. In response to national development and to the demands of people with disabilities concerning their lives, education and career, this institute was created to provide training and academic research that would enable professionals to increase their expertise, upgrade their service quality, as well as promote equal rights and social opportunities for people with disabilities.

The institute was formed through the promotion and efforts of teachers from the school’s Special Education Department. Based on long-term efforts in rehabilitation counseling and in the field of special education, the teachers have a thorough understanding of the issues and service problems confronting people with disabilities domestically. After constant discussions and careful assessment, they decided to establish the Graduate Institute of Rehabilitation Counseling hinged on current teachers’ resources and research achievements to accomplish the multiple goals of talent cultivation, academic research and social responsibility. Furthermore, a doctors’ class will be added depending on future needs.

l Mission and Core Values of the Institute

"Rehabilitation Counseling" mainly aims at helping people with disabilities to understand their potential and difficulties. By promoting the effective use of personal and environmental resources and assisting the disabled to adapt to their careers, professions and communities, the purpose of providing full social participation for people with disabilities in terms of work and living opportunities within the community is achieved.

In view of the foregoing objectives, the institute intends to accomplish the following missions: (1) To advocate for equal rights of people with disabilities to fully participate in the society; (2) To cultivate excellence in providing relevant service and research professionals, as well as in promoting the development of rehabilitation counseling. The core values that govern the institute in delivering professional service to the disabled are: (1) the advocacy for fundamental human rights of people with disabilities; (2) the concept of service to people with disabilities in a holistic perspective; (3) the quality of professional service to people with disabilities.

l Characteristics and Advantages of the Institute

(1) It is the first domestic Graduate Institute of Rehabilitation Counseling and the only one that owns U.S. certified rehabilitation counseling (CRC) teachers and an internationally accredited course on applied behavioral analysis.

(2) The institute promotes respect and appreciation of diverse ideas, creates a warm and supportive learning environment, and encourages students with disabilities to learn and value the different educational backgrounds of other students as well as their developmental needs.

(3) All full-time and part-time teachers in this institute have Ph.D. degrees and are positively involved in various inter-department or inter-school academic research as well as extended academic research service for other educational institutions. Students have opportunities to participate in research and in learning substantive programs.

(4) The courses of this institute emphasize on the combination of theories and practice, providing students many opportunities to train in various service programs affiliated with the institute. These include the central district professional evaluation resource center for people with disabilities which is entrusted to our school by the Vocational Training Administration and local service agencies for adult people with disabilities, the ABA Treatment, Education and Research Center, public employment service center, high schools, colleges and hospitals.

(5) The institute actively participates in international academic activities. It cooperates with well-known universities in the United States and Australia, and holds annual international academic exchange activities. Also, the students have access to scholarships that enable them to take refresher courses abroad. Our faculty members are affiliated with the International Rehabilitation Counseling Association (IRCA).

l The Educational Objectives of the Institute Include:

(A) Cultivating excellent professionals in the field of rehabilitation counseling for people with disabilities. According to the “Recruitment and Training Guidelines of Service Professionals for People with disabilities in the field of Vocational Rehabilitation”, the institute has already been cultivating employment service personnel and supervisors in vocational assessment, vocational rehabilitation case management and employment services. The institute also plays an active role in the development of rehabilitation counseling professionals that aid in the psychological rehabilitation, career counseling and applied behavioral treatment of people with disabilities.

(B) Developing and promoting the academic research and service in the field of rehabilitation counseling with the following specific practices: (1) establish college courses that promote and spread the concept of rehabilitation counseling in the campus; (2) construct a central resource network for training and counseling activities of professionals as well as practical research and collaboration in the area of vocational rehabilitation of people with disabilities; (3) establish the SEEK Prospect Applied Behavior Treatment & Education and Research Center with the American SEEK prospect center and provide training courses as well as researches to enhance the professional knowledge and skills of rehabilitation counseling professionals in assisting people with disabilities with emotional problems or autism; (4) collaborating with government and non-government agencies in the development and promotion of relevant programs.

l The institute’s curriculum planning and students’ career prospects

Curriculum Planning:

The courses in this institute cover six areas, namely: (1) the study of rehabilitation counseling and statistics; (2) rehabilitation counseling theory and research; (3) basic psychology of rehabilitation counseling and advanced studies; (4) rehabilitation counseling and guidance; (5) evaluation of rehabilitation counseling; (6) application and social welfare of rehabilitation counseling.

Career Prospect:

(1) For those who want to pursue further studies in related fields (i.e. PhD), we provide courses in psychology, counseling and fundamental research; (2) For those interested in vocational rehabilitation, we provide rigorous trainings in vocational rehabilitation for the disabled, career counseling, along with social and psychological adaptability, thus enabling them to meet the professional requirements in terms of supervision, vocational assessment and employment service; (3) For those interested in behavioral theory, behavioral therapy and treatment of emotion-related problems or in handling people with autism, we provide complete training courses as well as applied behavioral analysis certification; (4) We provide knowledge and training that transform and benefit people with disabilities. We also effectively enhance the professional knowledge as well as capacity of teachers and rehabilitation counseling staff in assisting disabled students with their psychological and social adaptability, as well as career development.

l          The Status Quo and Future Prospects of the Institute

Located in the central area, this major Graduate Institute of Rehabilitation Counseling is a first-class institution in the country. It has conducted various research studies with famous scholars from foreign universities in the field of rehabilitation counseling. It plans to build the only applied behavioral treatment, education and research center in the country. In addition, the institute has published a journal on “Rehabilitation Counseling” in 2007 in cooperation with the Graduate Institute of Rehabilitation Counseling of the National Taiwan Normal University, the Graduate Institute of Rehabilitation Counseling of Kaohsiung Normal University and the Vocational Rehabilitation Association of Taiwan. In the future, the institute aims to achieve its objectives of promoting local rehabilitation counseling certification, advocating the equal rights of people with disabilities to fully participate in social activities and promoting the development of rehabilitation counseling.
